SPECIFIC PROCUREMENT NOTICE

REQUEST FOR BIDS
Plant
Design, Supply and Installation
(Without Prequalification)

  1. The United Republic of Tanzania has received financing from the World Bank towards the cost of the Zanzibar Energy Sector Transformation and Access Project. Zanzibar Electricity Corporation (ZECO), and the implementing agency intends to apply part of the proceeds toward payments under the Contracts for “Power Distribution Network Refurbishment and Strengthening and Last Mile Connections in Unguja Island, Zanzibar”.
  2. ZECO now invites sealed Bids from eligible Bidders for Procurement of Plant Design, Supply, and Installation (on turnkey basis) of the above-mentioned Contract title, the brief scope and qualifications’ requirement of the same are as mentioned in the table below:
  1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) [Single Stage, Two Envelopes Bidding Process using Rated – Criteria] as specified in The World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 [Procurement in Investment Project Financing for “Goods, Works, Non-Consulting Services and is Consulting Services”], and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from ZESTA Project Implementation Unit (PIU) through email: [email protected] ; Attention: Mr. Olais L. Laizer – Procurement
    Specialist, and inspect the bidding document from 08:00 hours to 16:00 hours (East Africa Time) from Monday to Friday, except on public holidays, at the address given below:

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 250 or Tanzanian Shillings 600,000. The payments can be made to the following accounts:

  1. Proof of payment should be enclosed in the Envelope for Technical – Bid submission.
  2. Bids must be delivered to the address below before 10:00 hours (East Africa Time) on 25th April 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes
    marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART”‘ will be publicly opened in the presence of the Bidders’ designated representatives and anyone who to chooses to attend at the address below at Unguja Island, Zanzibar on 25th April 2025, 10:00 hours (EAT).
    All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  3. All Bids must be accompanied by a “Bid-Securing Declaration”.
  4. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
