CONSULTANCY FOR YOUTH-LED PEACEBUILDING INITIATIVES DEVELOPMENT

  1. Project framework

WeWorld is currently implementing the project “Kujenga Amani Pamoja” [Building the peace together], co-funded by the European Union (March 2023 – February 2026) which aims at empowering young women and men to become peacebuilders and agents of positive change within their communities. The project is a multi-country program implemented in the coastal bordering areas of Kenya, Tanzania, and Mozambique. In Tanzania, the project is implemented in partnership with TABUFO (in Mtwara) and 4H Tanzania (in Tanga). The project adopts a community-led approach that recognizes that grassroots efforts are crucial for building a more inclusive and peaceful society. Through participatory approaches, WeWorld supports the use of media and arts to empower youth and to promote social cohesion, peacebuilding and gender equality. Conflict-sensitivity is integrated into every phase of the project, informed by a deep understanding of the conflict and peace dynamics specific to the target locations.

  • Objective of the assignment

The general objective of assignment is to provide both technical and creative support to Tanzanian Civil Society Organizations (CSOs), young journalists and students to develop and implement effective peacebuilding initiatives. 15 youth-led initiatives are expected to be designed by selected CSOs in collaboration with media outlets and journalists. Additionally, four arts-based projects are expected to be designed by students to foster a culture of peace within their own schools and communities. WeWorld will provide financial support for the implementation of those initiatives. All the initiatives are expected to be implemented in the regions of Tanga and Mtwara.

  • Scope of work and timelines

The Consultant is expected to work in close coordination with WeWorld team and is expected to provide support to the following activities, according to the timelines included in the table below.

The training is expected to provide participants with practical skills and tools to develop context specific youth-led peacebuilding initiatives based on the understanding of the conflict and peace dynamics, as well as interactions, which come into play in their communities. During this session, participants are also expected to be inspired and learn from concrete examples of youth-led peacebuilding initiatives promoted in different countries.  End of July 2024  42 days in Tanga and 2 days in Mtwara
2)   Provide guidance and technical support to CSOs, young journalists and students to design their own initiatives through workshops facilitated by WeWorld.End of August 202494 days in Tanga and 5 days in Mtwara.

  • Duration of the Assignment

The consultancy will take place July 2024 to December 2025 and will include a total number of forty (40) consultancy days.

  • Key Deliverables
  • Training/workshops package including agenda, material, handouts and reports.
  • 19 effective youth-led peacebuilding initiatives developed in strict collaboration with CSOs, media and target schools.
  • Development of a strategy and tools for impact monitoring.
  • Qualifications/ Experience Required
  • Advanced degree in social sciences and related field (e.g. peace and conflict studies), media studies and/or fine and performing Arts.
  • Demonstrated experience working in the area of peacebuilding and in using media and various arts to reduce conflict and promoting a culture of peace.
  • Proven track records in conducting similar assignments and in community engagement, youth empowerment.
  • Have a strong network with peacebuilding practitioners and networks in Tanzania/EAC.
  • Fluency in written and spoken Swahili.
  • Fluency in written and spoken English.
  • How to Apply

Interested Consultants shall present to WeWorld, in English language, in PDF format:

  • A cover letter with a statement of interest and briefly elaborating the capacity of the Consultant (and his/her team).
  • CV of the consultant (and his/her team) and at least 3 references from past experiences on similar assignments.
  • technical proposal illustrating the proposed methodology and ideas for effective youth-led peacebuilding initiatives to be promoted both at community and school level.
  • financial proposal that shall include:
  • the daily rate during assignments in Tanga and Mtwara (for a total of 28 days). The daily rate shall include per diem – allowances for lodging, meal and incidental costs – if the Consultant is resident outside those regions.
  • The daily rate during remote support (for a total of 12 days).
  • The overall sum to carry out the whole assignment.

The Consultant is expected to submit his/her financial proposals, inclusive of any tax, in Tanzanian Shilling (TZS).

While preparing the financial proposal the Consultant shall take into consideration that WeWorld will cover all logistics costs related to the training/workshops in Tanga and Mtwara and transport costs for the Consultant from his place of residence to Tanga and Mtwara regions.

  • Evaluation of proposals

Quality&Cost-based selection methodology will be applied to award the contract. The technical proposal shall bear 50% of the total marks while the financial proposal shall bear 50% of the total marks. The evaluation of the proposals will be carried out by a committee appointed by WeWorld.
